Penal Law should not aim at establishing an order of morality ruling morality, concepts on it, and mentality of members on morality, under threat of punishment, but it should not penalize acts that are not condemned actually from totality of society as a whole, as immoral acts, without social disapproval, because the established mentality and concepts of morality, are either approved or disapproved by members, and if disapproved by many member sof it, they do not affect function of society as such, in an unbearable or intolerable way. Thus, in strict sense, only moral acts that have a more vast social impact and perturbate, social and personal relationships of members of it, in order to be penalized, should only affect the established status of balance in regard to how all people, understand in terms of common sense, the strict relation between Law and Morality, when only in practice it affects or potentially affects this status. For ex. in Penal Law, threat as act is punished, but the act of realizing one's threat, is punished more, thus there is always an interaction between theory and practice, because practice involve true facts, which fall in sphere of Law, and potentially affect its relation with Morality, involving thus always a range of interaction between both of them., wher only results of acts are penalized and not the concept of acts as such.
